Redis is runtime infrastructure for queues/caches/locks, never the sole source of durable payment truth.
Amended by ADR 011: the rule holds and now applies to whichever transport is configured. Redis is one of three, and no longer the assumed one — the only queue this ever had was webhook delivery, and the obligation behind it lives in the outbox either way.
